I recently filed a bug report about Engineer (report 100218), which has the same wording as Waza Special Assignment (so I would think it has the same timing as well) and I was assured that Engineer should work the way it does -- namely that if I use a Pavilion to cover up a play-a-sponsor spot, choose to play Engineer with that sponsor, that I should be able to use Engineer's ability that same build action to build that Pavilion (or anything else that I build before I played Engineer in the middle of that build action). If it works this way for Engineer, then I would expect this situation with okapi stable/waza special assignment to allow me to get 4 appeal for playing the rhino.

If the official ruling is that I don't get the 4 appeal here but Engineer works that way, I'd sure like to know why/how it is that way. Thanks

I don't think this one is a bug. I also think this is different in nature than the engineer one, even though both use the same blue-backgrounded symbology (at the top of the card), okapi stable has a specific moment where it triggers, while engineer is more like a static rule change that just applies once he is out.

To convince you of this, consider the perhaps more common situation of having Okapi Stable and another sponsor with herbivore symbol (for simplicity let's just say Meerkat Den) in your hand.
Next, you play the okapi stable and following things happen that are also visible in the user interface:
1. the card goes to the played-cards area
2. both "play sponsor for X money, whenever a herbivore symbol enters your zoo" and "place the sponsor building (Okapi Stable)" trigger and go wait for you to choose the order
3. you choose to play Meerkat Den for 5 money first
4. "play sponsor for X money, whenever a herbivore symbol enters your zoo", "place the sponsor building (Meerkat Den)" and "Gain 2 appeal whenever a herbivore symbol enters your zoo" trigger and go wait for you to choose the order
etc.
No matter what order you choose for everything in that chain of events, you'll never gain 4 appeal from Meerkat Den because the Okapi Stable had already entered the zoo.

In other words, there is an order of things happening here, the cards aren't just floating in some abstract zone until you choose the order of all the triggers, they actually enter your zoo when they are played. In this case, the order of stuff entering is always: Okapi Stable -> Meerkat Den. I claim both your example and my example are identical rules-wise.

Report closed automatically because it has not been upvoted or commented for a while.

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.

In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
