the rules speak of unique actions identical 3 times in a row. In your case, these are series of 3 different blows which are repeated. Even if you are absolutely right... from a development point of view, it is very complicated to implement. For the moment the request has been refused but I will think about a solution.

In fact, shogi adopts fourfold repetition which does not have to be in a row.

Why not take the option "one position occurring 3 times" ?

The “single actions identical 3 times in a row” are very difficult to implement AND it does not bring any relevant improvement compared to the simple “one position occurring 3 times”

You could tell the publisher that many players stop playing because of this situation of endless games.

Just the save position should be relatively easy and it would be much better for the game than the infuriating current situation.
