I didn't find anything in the rules about this.

The cards in the pile ran out on my turn. I ended my shift.

My opponent could play a black Q he had. He didn't play anything and passed.

I decided to continue waiting for him to play the black Q and passed.
And the game ended with both points being counted.
I understood that is the form has been implemented.

At the end, if both players pass, the score is totaled and the game ends even if there are still playable cards in their hands?

There is some injustice in this process. The first player can always pass even if he has cards to play. The second will always be forced to play the cards they have or the game will be over.
