Another instance - game 530701596, turn 113. I had an unoccupied small market and a guesthouse with a noble, but was not prompted to move the noble prior to choosing a good to trade.

The guest house can be used during any action by clicking one guest occupying it, then a destination building or plantation.

Prompting to take the action explicitly happens only in cases where the system would otherwise automatically pass, so as not to skip the possibility.
