Seems like there is not official ruling on this, topics I found only note house rules:

The rules state that you can play a NOPE card BEFORE an action has begun, so I think it makes most sense that you have to NOPE without knowing who the target would be (as naming the target starts the action).

the "NOPE" card says "PLAY THIS AT ANY TIME", so it should be playable after the targeted player is chosen.

in my mind the action begins when the act is performed, not when card is played. i.e. when u choose the player and decide the action

Thanks for your report; this has now been implemented.

Please note that if you were in the middle of a Favor or Steal action, it might not work correctly at the moment (and possibly the game needs to be abandoned)
