and additionaly it gave the community in crisis tokens only to 1 player even thougt there were 2 players with 0 ifrastructure resilience

Note that if a crisis targets the player with the lowest infrastructure resilience, only 1 player will be affected.
The rules explain that then the players must then roll a die to randomly select the targeted player.
