(this is after clicking on the token and shows the places that it will allow me to build - I note that it appears to allow me to build in cities where I already have a warehouse, but perhaps it will prevent me if I try)

I had a similar bug appearing when I wanted to play my Warehouse chip to build a 2T wharehouse in Witten during the investment phase. There was no wharehouse in Witten, but the red message kept saying me that "there is already a wharehouse in the same column". Refreshment and repetition would not cure the problem. This had a significant impact in my victory points status, as it prevented me to build a 2T wharehouse in a coal depot (I resolved to buy the wharehouse in Witten at full price - 3T - and was 1T short for building another one in a coal depot).
