Both players need to encounter all non-monster cards and the bandit is not a monster. If a monster results from an encounter, both players will fight the monster together, but it doesn't end the encounter for the player who hasn't gone yet.

For example, the rules are explicit that both players encounter a trap. Whether the first player succeeds or fails, the second player will also encounter the same trap. Even if the first player rolls the dungeon die such that they fight a monster, the other player must still encounter the trap and may roll that same monster die again.

It works this way for all non-monster cards. The Bandit isn't a monster card; it's a different sort of encounter where a decision is made. You both made decisions that resulted in combats.

We've been in touch with the publisher on this topic directly and they've issued a change for this specific situation. Consequently, we've implemented the change to behave the way the card would more intuitively handle.
