The rules are about the game IRL and you should have noticed that the villagers' vote is simultaneous. What should the leader do if a villager didn’t point a finger at anyone?
Obviously, nothing : the votes of the other villagers are known, and it cannot be accepted that some villagers become referees by a late vote. This is an abstention and abstention is therefore implicitly allowed by the rules : your argument is not valid.

when with cards, we all vote, randomly, the first rounds… Generally we play with Captain… but if we play without him, we can tend to make a second tie, openly, so nobody dies… and that way is name on official rules… Since passing/abstaining is not even mentioned, i feel it's against rules.

Voting cannot be mandatory while the rules do not provide for a penalty in the absence of a vote. The penalty could be : no vote = vote for yourself.
