With 5 players, there are 2 prospector cards. The bug is that the second card is not displayed, and therefore you do not have the option to choose the card with fewer doubloons, whereas such a choice may be justified in certain game situations.

This has come up a lot over the last few days. Prospector not be greyed out from selection.

Not a bug, there are two roles for prospector with 5P.

This is visible in the tooltip when hovering the prospector role (two cards are displayed).

There is never a reason not to take the prospector role with the extra doubloon.
