On the Marina Bay Sands board, the left-most block is underlaid by the next block, but is not being required to contain a higher number. A previous report was dismissed as "notabug", but I strongly disagree.

Although that next block is adjacent to the left-most block, horizontally, it *also* directly underlies that left-most block and so must follow the rule that you quoted, requiring it to be a higher number. If you draw many vertical lines through the left-most block, many of those lines (more than half!) will also pass through the next block. I believe this is the best test for whether that next box "underlies" the other.
