I just pressed the wrong button and without power conversion. So no more info there. Not sure if F5 can help.

Had the same bug, tried to make conversion 1power to 1coin after upgrading school to university and founding a city but it didn't let me (I only see undo and do not use conversion button. I can't confirm my conversion.), so lost 2 power income from competency tile.

Maybe it has to do with founding a city, here it also didn't let me make conversion after I founded a city by upgrading workshop to guild, so I had to cancel my move and do the conversion before the action and not after

Bug is still there, and has big impact as I cannot undo after others choose power drain. I have to lost 4 power income and may lose the game.
