well, even if you draw a lot of cards, exploiting penalties, you have to play them because you can't win if you hold more than 14 cards...
therefore, I'm not sure going back to 1 card penalty will change anything.

If intentionally drawing 3 cards is allowed, this should be made explicit. So maybe add a "Draw 3 cards" button if the player hasn't done anything this turn?

And I think this should be configurable: clearly some players like the OP prefer to play with a 1-card penalty.

As for whether it is an advantage... Let's play a 1v1 and I'll show you ;-)

I think the 3 card penalty is a benefit at the beginning of the game, some players are using it to have more cards from the beginning of the game (3 rounds for 1). I think the penalty system should change. My suggestion is as follows:
- 1st penalty: 3 cards;
- 2nd penalty: 2 cards;
- 3rd penalty: 1 card and a warning that this is the last possible penalty;
- 4th penalty: Defeat.

"If you start making a move of type 1, either by playing cards from your hand or by rearranging cards on the table, but find you are unable to complete your move (you cannot arrange the table cards into separate complete combinations) you must take back any card(s) you played and instead draw three cards from the stock as a penalty."

Some players are using this rule to draw more cards in the beginning. They use it four times and draw 12 cards instead of 4. This tactic is breaking the game, because the more cards you have, the more you know where you can block the other player. And the limit of cards played per turn will not hinder this tactic.

The effect of this tactic is to drive away players who want to play and new players. Soon, these players will lose interest in the game because of the tactics of some.

Disagree that it is an exploit, as both players can do the same thing. I see that as a strategy whether a player decides to take a 3-card penalty.
