That should be immediate action after gaining three keys. But currently you can only get location in the end of the move.

In the original rules the order of play is

1 Plot
2 take action
3 take location - mandatory if you have 3+ keys at the end of your turn

This order of play is reflected in the game and if you reveal a key in your turn, keys are counted after your action

Been able to take a location mid turn could cause all kinds of odd plays

There would be the possibility to take a location, get more keys (from the location, from a lord then purchased) then take another location all in the same turn which I don't feel is allowed based on the rules
