The issue probably comes from the fact that I didn't have this 'Conquistadors' card in hand at the beginning of my turn - before the political action.
I used Colombus's power to play a Strategic territory in my hand as a political action. This allowed me to draw 5 military cards, one of which was 'Conquistadors' which I want to play using a military action.

Update: I managed to circumvent the issue by playing another action first (Alchemy technology), then playing the Conquistadors card - no issue in that case.
So the issue is not critical, but there is still a small bug that might be addressed.

I just had similar issue. I also took territory with Columbus and couldnt play tactics card. And in my case it wasn't the "Strategic territory", so I didn't receive this tactics on same turn, I had it after previous turn. So there is a bug which should be fixed. I described my issue in similar bug report: boardgamearena.com/bug?id=37529
PS: as a workaround helped playing some technology card before playing tactics.
