I can infer that the interface is blocking this action because I am unable to gain a Development point. However, there is nothing in the rulebook that implies I would also have to forfeit the two coins awarded by the action.

I've checked with the designer, see their response below:
"good question. I probably would not block it, as players probably expect, that they can still use it. And it’s just less strong, when you have reached the end of the track. There is a general rule in Orleans, that you can’t activate a place, when you don’t gain anything - just to get the follower tiles back in your bag. However this is not the case here as you still get the coins."

This must be a different team than works on Praga Caput Regni, who don't seem to read most tickets. (See: boardgamearena.com/bug?id=123143)

This is still not working for me. I should be able to execute the action now in game #576097965.

I'll wait to take my move, even though it looks as though I don't need it to win. I just failed to win another game by 1 point that had the same issue.
