In this game It can be quite evident who is winning well before 50% of possible game length

50% limit is enforced by BGA team.
In theory, is a faction has no units on map, game progression is set to 100% (I have to test it).
But it is not the case for your game.
If you are talking of this game, I don't see why someone wants to concede ????

In this game, my opponent (Axis player) wrote in chat that he considers the game lost (which is understandable, in my opinion).
It happened also in other games.
If 50% progression is required by the BGA platform, to allow to concede a game, maybe the developer can adjust the way in which the % is computed?

I agree that the game progression should increase faster so conceding becomes an option. Perhaps include occupied supply spaces in the calculation or something?

As it is now we must frequently pass several turns, doing nothing, just to get to the scoring phase where the game will end.

UPDATE : Game progression will be pushed to 50% if one of the following condition is true:
- A player has less than 5 units in play.
- A player controle less than 5 regions.
