Location with Power ability don't conquer. When you use conquer of one of your Character during the main phase, you can raise a Location to add more Power.

1. Mantas with abilities can be used as secondary actions before or after the main action but not interrupting it.
2. Mantas with coin / power resources can be used when triggering a main action that requires those coins / powers.

Apologies, I used the wrong term in reporting this bug. The scoring ability is what didn't work. When raising the location and moving past the scoring ability on the location I was not able to score a card. (score, not conquer).

Rulebook page 18 :

By raising Locations, you can score them more quickly or move past empty Depths that are blocking your progress.

However, you will lose any Resources or effects on the Depths that you raise. In other words, you must ignore all the Depth icons that you cover.

In your end game, you should not have raise the card with the score effect but raise the other card by 2. After you should use your score effect to score the most right card for 3 points.
