You did not quote or read the rules, or you would never have written this report.

Similar reports exist, and most include comments that demonstrate their uselessness. Yours is no exception, does not describe any bugs. So I invite you to go through these reports on the same subject.

I agree with this: I was red Giants, could not build town even with Sanctuary and three dwellings:
imgur.com/a/llxcHj9. Already built one town with SH, Dwelling, TH, DW, but then built Sanctuary and 3 Dwellings and no Town offered, even with 6 Power Value Favor Tile in place below. Thank you for all of your hard work. Amazing website.

Since Towns cannot be connect before they had been formed, it is a town of 8 costructs with 15 powers.
It is ability of Swarmlings' landscape to form two towns such way.

I've had this happen twice in recent games. Happy to provide game numbers and move details to the developer so you can see exactly how it happens. The most recent seems to be because I took the favour tile 6vp on a set of three connected structures with 6 power before sanctuary was built - so not yet a town as only three structures involved even though the power is right. Subsequently upgraded to sanctuary elsewhere on the board and that upgrade should have triggered the 6 power/3 space structures to become a town.. it didn't...

Fortunately, the developer read the rule carefully, while this is not your case. A sanctuary does not allow to found a town with of 3 structures elsewhere on the board.

I was play Chaos Magicians (red). I have 1 Stronghold + 1 Trading hous + 1 Dwelling + Favor tiles and Sanctuary (another place) and city was`t built

Hefek, that's because you need to have you Sanctuary INSIDE your 3 hex town. This is the normal behavior.

As diamant already said, this is not a bug.
A sanctuary allows you to found a town with 3 structures only for the town containing the sanctuary.
