I was able to draw a canteen. I chose the face down canteen (I also called it the mystery canteen). After doing so, the cancel button was available. Clicking it does nothing. This is ok, because it would be unfair to cancel the face down canteen. After clicking a spot in the canteen to place the canteen "coin", the cancel button works to unselect my chosen location. So it seems like the cancel button is being shown one step early.

p.s. When playing on the PC in SOLO mode, it is almost impossible to hit the "report a bug" button as it appears when it is not your turn and the computer takes really fast turns!
