F5 did not solve the problem.

This problem has appeared before; I don't believe I have ever been able to use that card.

In that screenshot, you can see:
* Carbon Capture & Storage in the center
* the lack of green border on three other cards (left, right, and far right) that have already been used this turn
* the green border on the far left card, which can still be activated
* I have plenty of cards in hand to discard

This is not a bug.
'Carbon Capture and Storage' and 'Methane Removal' can be used during Emissions stage, not during Local stage.

Having reread the game rules, I am back to believing that this actually is a bug.

I don't have Carbon Capture & Storage in front of me now, but I do have Methane Removal. Same game mechanic, right?

My reading of the card is that, like other Local Projects, this should be used during the Local stage, but its effect is deferred until the Emissions stage. The rules make no provision for Local Project cards being used during the Emissions stage.

One should be able to play and use either of these cards and start another Local Project on top of it before the end of the Local stage.

At least, that's how I understand it.
