In round 3, I arrived at Curacao which has an opponent's black market tile on it. I chose upgrade 21 (Gain all benefits from the space your Explorer is on. Bury 1 treasure.) I refreshed the quest market using the Whale figurehead, took a quest, but did not have a treasure to bury. At that point, the only available option was 'End Turn'.
