Your assertion "Igramul the Banisher is a promo card" is wrong, since it is the card with number 21 from the Path of Destiny expansion.

Your bug report is therefore unfounded.

Igramul is a card only present in the first edition of the expansion, which only numbers its cards as X/20. Moreover, the rulebook has a chapter with the following title (page 2) : Promotional Power card - Igramul the Banisher, which tends to indicate that this is indeed a Promo Card.

I own the base box and the two extensions of Seasons. I bought the extensions in 2019 as soon as they were reissued in the French version, and I can assure you that the 2 Igramul the Bannisher cards were well included in the Path of Destiny extension, as well as the Trap tokens made with cardboard.

These cards are not numbered (although the rule book designates them by number 21), and were originally promotional cards not included in the First Edition box of the extension (according to my rule).

In the list of cards allowed for the tournament World Series 2014, Igramul is on the restrictive list, with the indication "Path of Destiny – Extension #2".

So you are partially right, since Igramul was originally a promo card, but it is no longer because it is now included in the Path of Destiny extension.
It is therefore normal that this card is present in all BGA Seasons games when an option with Path of Destiny has been selected.

I, too, own the physical box & the two expansions, and I had never seen this card before playing online. It is not present in my box, the rules do not mention it, and Boardgamegeek lists it as a promo card. It is weird to me to have it in the base game when the option to play with promo cards exist.

Somewhat belated, but I don't think there can be any argument: both the English and French rulebooks (for editions that include it) explicitly identify Igramul as a promo card, and the publisher included it in a "print and play" list of promo cards in 2022:

This is probably worth fixing simply because Igramul's unusual effect fits in much better with the promo cards than with the full expansion.
