I recently looked at the top 10 arena players of Lost Cities and every single one of them had gone dormant once they got their high ranking. Please do this....

In principle I like the idea, as it contributes to more players in queues and more games being played. Although I think it's very harsh for a daily penalty. People should be allowed to tend to their offline lives, or explore the variety of games they like to play, for a week without worrying about their rankings.

I would just disagree with that. Of course they can tend to their offline lives and they can do other things for as long as they want. They don't have to "worry" about their ranking unless that's the kind of person they are, in which case they can come back and play more games. Also, this last comment doesn't make any alternative suggestion for how to solve the problem.

I think this should also apply to ELO rating - it should slowly degrade overtime if players are not playing a game at all

Daily is a little much when several games can take weeks to finish. Maybe weekly.

Id's say it's already done - Arena results reset every 90 days :) (not to 0 maybe, but by a lot).

Being penalized _within current season_... I'd say it would discourage me from participating, more than anything.

I would be in favour of everyone losing, say, one point per week. Something really minor to just make it so that it doesn't affect most folk, but it allows for SOME movement at the top.

Alternatively, maybe it should be a tax. If you're above XXX, then you lose N pts at the end of each season. If you're above XXXX then you lose a bit more each season.

I disagree with this, the suggestion I would prefer is have player's peak elo during a season display on the leaderboard, so that it doesn't just come down to whoever's ahead on the last day
