I'm pretty sure this is NOT suggested anywhere in the rules, because there isn't actually any simple condition for figuring out when the game is 'effectively' over. As long as either player has a single color they haven't played in yet (which is all the time in the vast majority of games - very rarely do both players start all 5 colors), they could theoretically choose to play that color right up until the last turn, even though it would usually be a bad move; it doesn't matter whether the *other* player has played a 10 or not in that color.

If you believe the game is 'effectively' over and you have the lower score, you can always concede. If you believe it's over and you're winning and your opponent doesn't concede, just play it out; it should not take long by that point.
