Sorry, this is not a bug.
The points should really go to the guild owner. Same goes for the other guilds, you can take advantage of what your opponent has build in terms of coins, colored cards, wonders etc).

This is really a bug, in the offlicial rules it says that a guild gives points to the city who has the most of a certain cards ( it can be buildings, miliairy etc. depending on the guild). Now it gives the points to the player who build the guild. This is not correct with the rules of the original game.

If you don't agree you should contact the designer (Bruno Cathala who is also in some of the above topics) or publisher Repos Production.
