This idea has been discussed with the publisher from the start, and it was already rejected.
They really want to keep Fluxx as fast and lightweight as possible, and not open up the possibility for long player turns full of "let's try this... oh no wait maybe first this... oh, cancel, play this card first... no Undo I found something better ... "
Several free rules actually also allow you to do nothing with them (like throw no goals in the Goal Mill), so worst case maybe you have to recycle some keeper or something like that.
If you really made a mistake, just laugh about it and play again, just for fun!

There is a finish turn option available for the goal mill but not for the recycle action. This means that with the recycle option you don't have the choice to not discard a keeper. I think the finish turn option will allow the player to make the choice but not hamper the speed of the game play

I don't think adding a simple Cancel button is going to weigh the game down. There are other games on BGA where a player has only a few seconds to Cancel before the game automatically confirms it, which I think could be a happy medium.
