Yes, on every goal change you get a chance to reconsider paying your Taxes.
But indeed it is not logical this delays the victory, I will see if we can easily check win conditions before and after this creeper resolving.

Hey, I have been looking into this, but it is not as easy as it first seemed.
The creepers are explicitly resolved *before* the victory check, because in some situations that is actually required: the Potato must first move, if someone has War + Peace they must give Peace to someone else, etc

So we can't check victory without first resolving creepers as that may lead to incorrect victories.
Taxes + Money does not really affect this, but we have to treat all Creepers the same.
(Actually, purely theoretical, you could decide to pay Taxes, thereby skipping a victory that required Money)

I had a game where I was not given the option to pay taxes when the card was played, and therefore could not win. The opponent played a goal that allowed him to win. He was not allowed to win until after I payed taxes on my turn. Taxes should not have affected his win at all. 179779303
