I suggest to implement a check each time you move. If this move is a "move back without any changes on the board e.g. alarm was not triggered" - just add 1 action to the player rather than reducing actions to 1. So if players moves back and forth - their actions number is not reducing

KuWizard's suggestion may work, but it may be difficult to determine for certain that the player is moving back and forth to avoid an event. There are many legitimate reasons a player might backtrack.

I don't think we should implement this for a few reasons:
* Some events are beneficial or have no effect, so you really shouldn't always try to avoid them
* The game is cooperative, so your fellow players should hold people accountable for breaking the rules (possibly have some way to affect reputation?)
* Implementation sounds simple, but may prove very difficult to handle all edge cases

Ehm... this is not how it works. You cannot decide if you should implement this or not. This is a rule. From a rulebook of a game you implement. If you decide not to fix this - the game differs from what BGA have license for. You're gonna have a review from publisher. Does publisher agree this rule is "meh" and could be ignored?
