Good suggestion.

The cards are somewhat isolated from the map area, due to the size of everything.
It’s pretty hard to see any useful part of the map while looking at a card, especially if it’s in your hand.
Both the Service bounty and Hotel cards have indicators on the map. A little die or H to show that there is a card related to that city active. But it doesn’t help to find the city.

If I put a mini map of the board as a tooltip for the card, with the city highlighted, that will help. I am going to do something like this for the Major Lines chart already, so let’s try it out and see what happens.
