When there were 4 tiles left in the bag I rolled choice and chose 5.
The game should've drawn 4 tiles, but didn't draw any and ended the phase.

This is how it should be. From the rules: if the tiles run out before all players have the correct number, the tiles may not be purchased and they are placed out of play.

Ending the Game
When the last letter tiles are drawn (and usually there will be less than the number called
for by the Leader’s die) the final round takes place.
After all the tiles are purchased or removed from play, all players sell any words they are able
to make. Any letter tiles not used are simply lost and go back in the box.
The player with the most money is the winner. For the solitaire version, consider a total of
$800 to be a fair game, $900 is good, and $1000 is outstanding.

I cannot find such a rule from the rulebook on BGG.

Wikipedia article says 'The game ends when players find that there are insufficient letter tiles in the bag to conduct tile purchases for the round in progress. All remaining tiles in the bag are discarded, and the round is completed without the tile buying phase.', but it is not an official source.

Besides, the rule says 'After all the tiles are purchased or removed from play'.
I think this implies the drawn tiles might be purchased, especially when the sentence above this mentions tile shortage.

Oops, there it is. I thought this happens only during the last round so this would be in that section, but somehow this is in 'A Round' part. Not a bug.
