According to game author, this should be authorized :

The Illusion item's power is a React power used out-of-turn *as you use another power* allowing that magic item to become a Demon (or Dragon or Creature) as it is turned *once* (whether or not the other power requires it to be turned).

This is why it can be used either with a Place of Power that requires turning a Dragon (or Demon or Creature) or with a power, such as the Sorcerer's Bestiary's check victory power, that does not. In either case, the Illusion magic item ends up turned.

Hi. I know this rule and the game adaptation is expected to comply with it.

Looking at your table, at no time I can see someone claiming for a victory. Only 'normal' end of turn victory checks occured. For normal victory, the illusion cannot be used since it's not a reaction to a power

Not a bug on this table.

I did run the Sorcerer's Bestiary's check victory power, but cancelled it when their was no possibility to activate illusion.
That's why you don't see it on play.

If you didn't confim the victory check, then it didn't happen.

At end victory check I couldn't use Illusion as a dragon for Sorcerer's Bestiary and I loose the game
