My second silver track piece was shown in the UI under Seoul-Vladivostok. The game did later let me advance my second silver track on that route.

Following similar steps, but using a key bonus to start silver hit the issue for me. The error I see:
Internal Error. Try F5. Please raise a bug. Mismatched destination rail_beige_1_008000 dev_null (2/1) railslot_slot_1_1_008000==dev_null__1_

Même problème ici.
Une fois le jeu m'a proposé des actions supplémentaires sans rapport en plus de l'avancée de deux rails gris : un x2 et une avancée de rails de n'importe quelle couleur.
Une autre fois, le jeu m'a refusé une avancée de rail gris sur la ligne Beijing.
Toujours un message d'erreur dans les deux cas.

I have the same problem. I build the first silver track on the upgraded Tokya-Osaka track and the interface moved it down from in front of the Bejing-Baotou track. Maybe this can cause some problems? the second silver track is shown in front of the Seoul-Vladivostok track and if I want to advance it on the Bejing-Baotou track the game lets me move it on the track, but if I hit the "ready" button the error message mentioned by "Marquis de Fuzz" shows up.

Not able to play silver rail on Beijing-Bautou while I am authorized to.
The one move silver action space can not be activated and neither can the driver n° 5 (1 move any rail + 3)

Same problem here: boardgamearena.com/3/ultimaterailroads?table=232841796 I am trying to advance two silver tracks on Beijing - Baotou. At first I am getting bonus actions (doubler + 1 rail track) that are not indicated on the map. Whether I accept these or not, it is not possible to end turn without an error. I am using google chrome as a browser and tried both android and desktop. Other player in same game did manage to build them:
