I think it happened every time, but I don't remember. I was already working around it and running low on time so I didn't spend too much time dorking with it afterwards.

No bug here... I tried your game, clicked on the building, the level 3 card was highlighted automatically and you just had to select the cards with the blue border you wanted to trade.

You cannot select building when using the trade building. I fixed it after you select the first value 1 resource (now buildings will not appears).

You can only trade resources.
