There is a "pass" button, maybe add "wait" next to it, and have it pause you but make your turn again whenever another person does anything?

Besides the timer running down for no reason, it's also a bit annoying that BGA keeps listing it as my turn in this game while I can't actually do anything useful yet, so I keep having to skip over it.

Implemented. When you click 'Wait another action' button, the timer will pause.
Then, if a player uses an action and you can perform any action at that time your turn will be reactivated.

Any action will wake up the waiting player.
If all players passed right after your wait and you didn't like it, then somehow you or your partners screwed you, since everyone decided there is nothing to do in status quo.
