From the "basegames and expansions" rulebook:

"In the Builder phase, the owner of an occupied black market may reduce the cost
of a building by up to 3 doubloons by returning one colonist, one barrel, and/or one
VP to the supply. The player may not return more than one barrel for each type of
good."

So not a bug, the player may return exactly one barrel for each type of good.

@Een: When you read the sentence that enacts the rule and indicates that a barrel can be returned to the supply to win a duplicate, this single barrel cannot turn into 3 barrels by a subsequent accessory sentence (which is, moreover, absent from the English rule I have just consulted).

Your reasoning is flawed.

The phrase « You must not eat red mushrooms. » does not mean : « You can eat all mushrooms that are not red. ».

Not fully clear from different rules sources as expressed previously, but since it seems to be in majority understood the other way (cf boardgamearena.com/bug?id=34063 ), and since it kind of makes sense together with the restriction of a maximum of 3 doubloons that it would be just one of each category, this has been changed to allow only one type of good to be used with the black market.
