As you've noted, it's been around for a while. That's Xenos for you.
The Automa should not BUILD and additionally do POWER/QIC in one turn, that's what I was saying.
The Xenos faction action: Build a mine, then take a power/QIC action. In this case, and only in this case, Xenos doesn't get to perform a second QIC action.
Most races get to do two actions as their faction action. Terrans, for instance, research and then build. Taklons also build and take a QIC action.
