This would not be a bug; instead, it would be an issue with the nature of some birds' names which, in other languages, would sound like they would qualify for a bonus card, but those same birds' names in English clearly do not qualify.

Neither "Bald" nor "eagle" appear on the list of terms on the Anatomist card, so the Bald Eagle doesn't qualify for this bonus.

It would a broken implementation if certain birds counted for some users' bonus cards, depending on language, but those same birds did not count for others users with the same bonus cards if those latter users had a different language setting.

As bananasplay notes, this is not a bug.

The language dependent bonus cards Cartographer, Historian, Anatomist, and Photographer use the English names of the cards. The game can't change which cards qualify for the bonus for only some players at the table based on their language, as everybody must be playing the same game.

An improvement will soon be implemented to add icons to cards when the language dependent bonus cards are in play. See boardgamearena.com/bug?id=69812
