I think this is because the class "bg-rule_well" is not defined in the css. There is a definition for the sticker, but not the sprite, but the image is already available in:
x.boardgamearena.net/data/themereleases/current/games/mycity/221209-1424/img/css_sprites.png

I think adding this to the mycity.css file will fix the issue:

.bg-rule_well {
background: url(img/css_sprites.png) -71px -358px;
height: 30px;
width: 30px
}

I was able to get it to work using the custom css option in preferences
CSS Preferences (note I needed to use the entire url as the customcss is not located in the same folder as mycity.css

I experienced this as well: boardgamearena.com/3/mycity?table=371388990. Goldstar had the well to place but the icon did not show.
