That is a terrible ruling by the publisher and should be questioned. When do you ever pay after you buy something in this game? Look at Animal Dealer, Small Greenhouse, Grocer, Buyer, Haydryer, Cattle Feeder, they all would benefit from this interpretation.

And if we argue that buy and pay is different: Look at Dwelling Mound, where you have to pay before you receive the field tile, which makes it impossible to combo with Cultivator.

Another example Hardware Store, you have to pay 2 food before you receive the resources.

I could go on...

the publisher has made many questionable rulings. you can try arguing on BGG if you want, but good luck getting anywhere.

for what it's worth I disagree with your premise that Animal Dealer, etc. would benefit from this interpretation as they all describe the cost of food in the same sentence as getting the good. Animal Catcher's structure of having the cost in the sentence after the sentence describing getting the good, apparently makes a difference according to the publisher.
