Refresh did not work. I wonder if having the ability to place miliary as non military world contributed to the issue?

I keep having this problem with Rebel Sneak Attack as well. It hasn't worked for me yet.

I just figured out what I think is happening (at least for me; maybe you all have a different issue):

The language on the card led me to believe I could place a military world even if I would not have been able to normally (for example, placing a 6-cost military if I had only 3 military power). But that is not the case, you still have to be able to "pay" for it.

Indeed, I tried it with a legal placement and it worked.

There is no way to place a military world after placing a world. It defaults to the other option of taking over an opponent's world which is disabled in this game.
