Actually Neutral ships are kind of backup options - they're there and available, but very pricy and rarely actually used. Keeping them separate seems fully justified.

As for adding them to screen - already there is a lot of things there, and (especially on mobile screens) adding more would cause more clutter. One of reasons I play this game in particular is its implementation, with clear split into separate smalle rscreens that allow to view desired aspect of the game (and no more) - it's a vast difference on a small screen.

For large computer screen a desire to see more comprehensive view is understandable, for small screen it's potentially beaking the game.
