4. Has the game ended? We cannot troubleshoot games in progress.

We've seen thousands of tied skirmishes with no issues, so we now ask for this info before investigating a report.

1. Which move number? The Skirmish Starts at Move 73.
2. How many people did the tied players have? Each player had 3
smischel has a skirmish strength of 4 (Brawler, Group Leaders)
Wilvictus has a skirmish strength of 4 (Multitool, Brawler, Refugee, Scavenger)
3. Which cards were active in the skirmish?
Wilvictus used a Saboteur, to take out smischel's spear. I see now: When cards are played during the Resource Gathering phase, they are discarded after use.
During the Skirmish Phase, all cards remain until the end of the round, even if a special power
is activated (e.g. saboteur or sniper team).
Therefore the saboteur counted towards the people total.
4. Has the game ended? We cannot troubleshoot games in progress. not yet. But this is not a bug its a detail in the rules I did not understand.
